What is a BID?
Worcester Business Improvement District is a business-led and business-funded body, working to improve and promote Worcester city centre as a place to live, work, visit and invest.
As a democratically elected, independent body, Worcester BID enables more than 600 businesses to work collectively to influence and impact on how Worcester city centre is managed and develops.
We are a Company limited by guarantee Registration No. 07188738 and operate under The Business Improvement Districts (England) Regulations 2004.
How long does a BID last?
A BID operates on fixed five-year terms.
What BID Term are we in?
Worcester BID is in it's 4th term. The current five-year BID term started on 1 April 2025 after a successful renewal ballot receiving 94% backing by total number of votes and 98% support by Rateable Value.
Who pays the BID levy?
All businesses with a rateable value of £7,500 or more in the BID area pay the levy to support shared initiatives.
How much is the levy?
The levy currently stands at 1.85% of a property’s rateable value, or 1.6% for businesses in managed shopping centres. Businesses below this threshold are exempt but may join as a voluntary member. The cap on contributions from one hereditament is £20,000. The below is a helpful to estimate your levy.

Isn't this what I pay my business rates for?
No. Business rates are collected by Worcester City Council and redistributed at a national level. BIDs differ as the money is collected locally, ring-fenced, and managed by you, ensuring it is spent on initiatives detailed in the business plan.
How do I know if it is working?
Each year the BID will produce an annual performance report to show what the BID is delivering and the Return on Investment for levy payers.

If businesses vote no, are they still expected to pay?
Yes. If a majority votes in favour, the levy becomes mandatory, and payment is enforceable just like business rates.
